Command and Staff College (CSC) – Duluti is among the Tanzania Peoples’ Defence Forces (TPDF) Higher Training Institutions. Others include the National Defence College (NDC) – Tanzania, Tanzania Military Academy (TMA) – Monduli and the Military College of Medical Sciences (MCMS) – Lugalo. CSC was established on 1st July, 1979, after the Kagera War, in her temporary residence at Fort Ikoma in the plains of Serengeti National Park in Mara Region. The aim of her establishment was to have TPDF Senior Officers trained in her doctrine in the Tanzanian environment. The first Command and Staff Course was launched on 2nd January, 1980. While at Fort Ikoma, the College ran six courses, namely Intake 01/1980 up to Intake 06/1985.
In 1989, ten years after her establishment, the College was shifted to another temporary residence, in Monduli District Arusha Region, where it was collocated with TMA – Monduli. In 1990, the first Command and Staff Course (Intake 07/1990-91) was launched at TMA – Monduli. Up to June 2015, a total of 23 intakes (from Intake 07/1990-91 up to Intake 29/2014-15) were conducted at TMA – Monduli.
In June 2015, the College was shifted from TMA – Monduli to her permanent premises at Duluti, Arumeru District, Arusha Region, where Command and Staff Course Intake 30/2015-16 was officially launched on 27th July, 2015. The College permanent premises were officially inaugurated on 13th September, 2015 by the former President of the United Republic of Tanzania and Commander in Chief, His Excellency Doctor Jakaya Mrisho Kikwete.
Since her establishment, the College has trained Senior Officers from the TPDF and other Defence/Armed Forces of friendly countries in the continent to include the Kingdom of Eswatini, Republic of Botwana, Republic of Burundi, Arab Republic of Egypt, Republic of Kenya, Republic of Malawi, Republic of Mozambique, Republic of Namibia, and Republic of Nigeria, Republic of Rwanda, Republic of South Africa, Republic of Uganda, Republic of Zambia as well as Republic of Zimbabwe. The College has graduated a total of 35 Command and Staff Courses from when she was established to the Academic Year 2020/2021.
It is important to note that, from its inception, the College’s training was entirely a Command and Staff Course (military) based. However, as demands for multidiversified employment of CSC graduates kept on increasing, the College saw the need for having Postgraduate Diploma in Strategic Studies (PGDSS) and Ordinary Diploma in Strategic Studies (ODSS) as additional programmes to enhance efficiency in the performance of graduates in leadership and management posts in defence/armed forces and other government offices, besides the increased responsibilities in command and staff appointments. Thus, in 2013, the two programmes started to be run simultaneously with the Command and Staff Course. For that matter therefore, the College was affiliated to the Institute of Accountancy Arusha (IAA), which was mandated to run the two programmes from 2013/14 to date 2020/21 under the National Council for Technical Education (NACTE) regulation.
Having gained enough experience and appreciated the necessity of integrating the Command and Staff Course and Strategic Studies Programmes in the most efficient way, the College made a review of the Strategic Studies Curriculum and came up with the Defence and Security Studies Curriculum with which she opted to seek accreditation from NACTE. The College has already secured a permanent registration from NACTE with effect from 27th July, 2020, to offer a Master’s Degree of Arts in Defence and Security Studies and Ordinary Diploma in Defence and Security Studies independently.
